The decision to explore options for regulating ownership of breeds classified as vicious was introduced as a result of news about after the recent death of Longville woman. Kelli Chapman, 24, who was reportedly mauled by her two pit bulls as she slept. During a meeting of the Police Jury Legislative Committee on Tuesday, members discussed the recent increase in complaints about such dogs received by jurors. Most complaints are said to be about the presence of "roaming dogs" in rural areas. Members of the legislative committee agreed to bring to the jury the idea of looking into their legal options. Committee Chairman Carlos Archield plans to approach the new Beauregard Parish Sheriff Ricky Moses to request increased police patrol in areas where residents complaints are coming from. Other suggestions by committee members included a policy in which all dogs classified as vicious breeds would be required to be registered with the city or parish by their owners, and requiring owners to hold liability insurance on those dogs. New yard fencing requirements and rules for walking the dogs were also among possibilities considered during the meeting of the legislative committee.
